How to Evaluate Your Digital Public Infrastructure (DPI)

Building a DPI is one thing. Knowing whether it's ready is another.

          Digital Public Infrastructure (DPI) is transforming how governments deliver services, making them more accessible, efficient, and inclusive. Whether it's digital identity, payment systems, data exchange platforms, or AI-powered citizen services, these foundational technologies are becoming essential building blocks for modern digital governments.

But here's a question we don't ask often enough:

How do you know if your DPI is actually ready for implementation and integration?

    Too often, the success of a DPI initiative is measured by whether it was deployed on time or whether the technology works as intended. While these are important milestones, they don't tell the whole story. A technically sound platform can still struggle if governance is weak, security is inadequate, interoperability is limited, or there is no long-term sustainability plan.

Looking Beyond Technology

Evaluating a Digital Public Infrastructure means looking beyond code, infrastructure, and functionality. It means asking broader questions that determine whether the initiative can create lasting public value.

For example:

  • Is the DPI aligned with national digital transformation priorities?
  • Are governance structures and accountability mechanisms clearly defined?
  • Does it protect citizens' data and comply with relevant legislation?
  • Can it integrate with existing government systems using open standards?
  • Is the architecture scalable and resilient?
  • Is there a realistic implementation roadmap and sustainable funding model?
  • If AI is being used, are there appropriate governance and oversight mechanisms in place?

These questions help shift the conversation from "Can we build it?" to "Should we deploy it in its current state?"

A Structured Approach to Evaluation

To help answer these questions, THiNK developed a Digital Public Infrastructure Evaluation Framework that provides a practical, evidence-based approach to evaluating DPI initiatives.

The framework assesses twelve critical dimensions.Rather than evaluating technology in isolation, the framework considers the strategic, technical, operational, legal, and organisational factors that contribute to a successful DPI.

The evaluation is supported by documented evidence, a consistent scoring methodology, and an overall DPI Maturity Score, helping decision-makers identify strengths, uncover risks, and prioritise improvements before implementation.

Why Evaluation Matters

As governments increasingly adopt Digital Public Infrastructure, evaluation should become a standard part of every project. It enables better decision-making, reduces implementation risk, strengthens public trust, and helps ensure that digital investments deliver long-term public value.

After all, the question should not simply be "Do we have a DPI?"

It should be "Have we evaluated whether our DPI is ready to succeed?"
